Summary This position is in the Bureau of Consular Affairs (CA), Passport Services (PPT), Office of Management Analysis and Coordination , Managing Director for Issuance Operations, Passport Services Directorate, Bureau of Consular Affairs (CA/PPT/I/MAC). The MAC mission is to provide operational oversight and coordination of communication and processes to the passport agencies, centers, and production facilities across the United States. Responsibilities Directs the planning and execution of the broad range of management analysis and coordination functions and responsibilities assigned to the Office . Directs adjustments to Office goals and objectives , as necessary, to respond to changing program requirements, new legislations, shifts in Administration priorities, and other developments. Evaluates, on an ongoing basis, PPT’s overall capacity to meet current and future demand for the services provided and ensures the appropriate allocation of resources across the PPT network. Represents the Office and Passport Issuance Operations (PPT/I) in a wide variety of forums related to the management of field operations including meetings with counterparts in other CA directorates, other DOS Bureaus, and other USG agencies. Exercises the full scope of supervisory and managerial authority required to ensure the functions of the assigned organization are performed in a highly efficient and effective manner . Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with the substantive nature of passport services and activities; Experience with laws and regulations governing nationality as related to passport eligibility; Experience with utilizing highly sophisticated analytical and managerial skills; Experience with making decisions on mission-critical matters affecting the planning and execution of passport services programs nationwide. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
