Serco DHS IT Support Services Program Manager in Washington, District Of Columbia
Position Description

You will be responsible leading an 18-person contractor team providing support services to a DHS component’s Office of the Chief Information Officer (OCIO), with primary support to the Information Technology (IT) Program Management Office (PMO). The contractor assists the OCIO in providing oversight, control, and management of IT programs and projects. Support activities include the review and vetting of new IT capability requests; Program and Project Management support; Systems Engineering support; Quality Assurance, and Test and Evaluation activities; Software License Management; Content / Knowledge Management; and Financial Management support activities to include Capital Planning and Investment Control (CPIC) and Financial Operations (FINOPS). Supported projects are both classified and unclassified and extend beyond the OCIO into a variety of other organizational elements. In the execution of your duties, you will work closely with the government customers and other contractor teams supporting the organization. The candidate will have regular interaction with government officials at the senior manager (GS-15) and occasional interaction with executive managers (SES level).

Job Responsibilities:
Manage the workload of the contractor team
Meet a minimum of weekly with the PMO Senior Acquisition Manager and Contracting Officer’s Representative (COR) to discuss the status of ongoing support activities
Plan and conduct interviews and make hiring decisions to fill vacancies on the contractor team as they occur
Conduct orientation briefings for new contractor personnel
Maintain situational awareness of the customer’s support requirements and adjust the contractor team’s skillsets and task area assignments
Monitor the progress of the organization’s new IT capability requests and supported programs and projects to ensure adequacy and thoroughness of support
Maintain oversight of all projects and keep the appropriate OCIO senior managers apprised of project milestones, decision points, and risks
Ensure peer reviews are conducted on contract deliverables for quality assurance
Provide guidance on project management support from a project’s inception through transition to the operations and sustainment phase
Evaluate the performance of all contractor team members and provide feedback on a quarterly basis
Qualifications
To be successful in this role you must have:
Bachelor’s Degree from an accredited college or university
A minimum of 8 years of customer support experience
A minimum of 8 years of leadership and management experience
Experience performing program management activities in support of IT programs and projects
Experience in planning and implementing new IT projects
Proficient in the Microsoft Office suite of products
Secret security clearance
Desired quals/certs/experience:
Master’s Degree from an accredited college or university
Bachelor’s or Master’s Degree in an IT-related field of study
Experience managing the support for a Chief Information Officer (CIO) organization
Understanding of the DHS Acquisition Lifecycle Framework (ALF)
Understanding of the DHS Systems Engineering Lifecycle (SELC)
Understanding of the DHS Planning, Programming, Budgeting and Execution (PPBE) process
Understanding of the CPIC process
Understanding of FINOPS
Group facilitation experience
Top Secret security clearance

In compliance with state and local laws regarding pay transparency, the salary range for this role is $93,730.00 to $187,460.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
